La rivista Domus, la Facoltá di Architettura e la Societá del Politecnico di Milano hanno indetto una Consultazione sull 'uso dell 'incompiuto Hotel Ryoung Yang.
All'iniziativa di esportare in Corea del Nord il format del Monumentale Internazionale noi abbiamo preferito partire invece dai limiti severissimi - materiali, culturali, socio-politici del contesto locale - ponendoci ALCUNI INTERROGATIVI :

1) Se le attuali CONDIZIONI DEL MANUFATTO possano garantirne il completamento.

2)...Se la SOSTENIBILITA ' DEL PROGETTO INIZIALE sia stata sufficientemente valutata (tecnica edilizia,problemi valutazioni di ricettività, sostenibilità economica, gestionale, energetica, ecologica, ecc.)...

3)...Se gli INVESTIMENTI NECESSARI, qui e ora, siano compatibili con un'offerta alberghiera già ora largamente eccedente.

4)...Se in termini di SOSTENIBILITA' e di RIDUZIONE DEL DANNO non si debbano SCARTARE TUTTE LE IPOTESI DI UN NUOVO HOTEL INUTILE, a favore di INTERVENTI MINIMALI quanto alla consistenza fisica, ma fortemente incisivi e praticabili sia sul piano SIMBOLICO che degli USI POSSIBILI entro quei limiti.

*IL PROGETTO: E' ragionevole d'altronde chiedersi QUALE SENSO DARE, per quali usi sociali, a tale inglorioso spreco di risorse. Si é perció formulta UNA GAMMA DI IPOTESI IN 5 VARIANTI legate sia alle condizioni fisiche del manufatto che a quelle socio-politiche del suo contesto attuale e futuro.

*LE MODALITA' DI INTERVENTO: si é assunta come SOGLIA ECONOMICA MASSIMA DELL´INVESTIMENTO il costo stimato di una eventuale demolizione entro il quale sono realizzabili tutte le varianti proposte.

*LE 5 VARIANTI: scandalose anche perché realizzabili, ora o in futuro, tra il giocoso e il tetro, con modalità diverse entro una comune impostazione:

1."LIBERTA'": in una parte centrale dell'edificio viene ricavato per demolizione un nicchione contenente la grande scritta.

2."LA ROVINA PIU' ALTA DEL MONDO": parti delle fronti dell'edificio vengono demolite e/o scavate, ricoperte di un manto impregnante per l'attecchimento di muffe, rampicanti e vegetazione locale e dotate di impianto di vaporizzazione superficiale dell'acqua. Una cascata a ricircolo ricade in uno specchio d'acqua alla base dell'edificio convertito in parco verticale scalabile.

3."UNA COREA SOSTENIBILE": sulle fronti con esposizione idonea viene applicato un rivestimento di laminato fotovoltaico e generatori eolici a pale producono energia elettrica. Sul laminato la scritta:"Una Corea Sostenibile".

4."PACE": su una grande bandiera arcobaleno dipinta sulle parti alte dell'edificio citazioni sulla pace; gli scambi fra popoli e culture diverse; libertà civili; amore, responsabilità, diversità tra individui; e così via.

5."ARBEIT MACHT FREI": nell'edificio viene trasferito uno dei Campi di Rieducazione esistenti. Sbarre a tutte le finestre, sulla parte alta viene dipinta una enorme bandiera della Repubblica Popolare Democratica di Corea del Nord.

The review Domus, the Faculty of Architecture and the Society of the Polytechnic of Milan have launched a Consultation for the reuse of the incomplete Hotel Ryoung Yang.
Instead of joining in the initiative to export to North Korea the Monumental International format, we have preferred to start from the strictest limitations - material, cultural, social-political /of the local context - asking ourselves A FEW BASIC QUESTIONS :

1)…Whether the present CONDITIONS OF THE BUILDING can guarantee its completability.

2)…Whether the SUSTAINABILITY OF THE INITIAL PROJECT has been adequately assessed (structure type, problems of estimating its lodging capacity, economic sustainability, management of energy, ecology, etc.)…

3)…Whether the NECESSARY INVESTMENTS, here and now, are compatible with a hotel-room availability which is already excessively high.

4)…Whether in terms of SUSTAINABILITY and LIMITING THE DAMAGE it wouldn't be better to ABANDON ALL PROPOSALS FOR AN UNNECESSARY NEW HOTEL, in favour of MINIMAL INTERVENTIONS from the physical point of view, but destinctly incisive and practical both in SYMBOLIC TERMS and for the POSSIBLE USES within those limits.

*THE PROJECT: It does seem reasonable to ask WHAT IS THE SENSE IN IT, for what social uses, or for what shameful waste of resources? We have therefore formulated A RANGE OF 5 VARIATIONS linked both to the physical conditions of the building and to the social-political conditions of its present and future contexts.

*METHODS OF IMPLEMENTATION: we have taken as the MAXIMUM ECONOMIC THRESHOLD FOR THE INVESTMENT the estimated cost of its hypothetical demolition, within which all of our proposed variations could be carried out.

*THE 5 VARIATIONS:scandalous in that they are feasible, now or in the future, they range from playful to grim, using different methods within a common approach:

1."FREEDOM": in a central part of the building a recess is to be excavated to contain these letters on a grand scale.

2."THE TALLEST RUIN IN THE WORLD": parts of the facades of the building are to be demolished and/or excavated, covered with an impregnating skin to attract mould, climbing plants and local vegetation, and equipped with a system of surface water vaporization. A waterfall is to be created to recycle the water from the pool at the base of the building, which will be converted into a vertical climbing park.

3."A SUSTAINABLE KOREA": on whichever of the building's elevations is most appropriate, photovoltaic cladding is to be applied, and wind-powered generators installed for the production of electricity. On the cladding the letters "A sustainable Korea" will appear.

4."PEACE" :on a great flag painted on the high parts of the building will be quotations about peace, exchanges among different populations and cultures, civil liberties; love, responsibility, diversity between individuals, and so forth.

5."ARBEIT MACHT FREI": one of the existing Centres for Re-education will be transferred into the building. All the windows will be barred, and on the high part of the walls a great flag will be painted of the People's Democratic Republic of North Korea.
